THE ANNOUNCEMENT BY THE PUBLIC TRANSPORT AUTHORITY IN LUBLIN
of 19 September 2013
concerning Instructions for Transporting Passengers and Objects on Local Public Transport Commissioned by the Public Transport Authority in Lublin
To carry out tasks encompassing the organisation and management of municipal public transport, including statutory tasks especially in the field of the distribution, sale and inspection of tickets, the Public Transport Authority in Lublin announces that the regulations concerning the service of passengers travelling on public transport in Lublin are detailed in the following Instructions for transporting passengers and objects in local public transport vehicles commissioned by the Public Transport Authority in Lublin.
The legal basis - § 2 of Resolution No. 496/XXVI/2008 of the Lublin City Council of 27 November 2008 on the establishment of the budgetary entity known as the Public Transport Authority in Lublin (amended by Resolution No. 571/XXVII/2008 of the Lublin City Council of 18 December 2008 and Resolution No. 54/VII/2011 of the Lublin City Council of 24 February 2011), § 2, § 5 par. 8, par. 14, § 6 par. 1, § 7 par. 1 letter b) of the Articles of the Budgetary Entity named the Public Transport Authority in Lublin, being an Annex to the above-mentioned resolutions, and Art. 4. of the Act of 15 November 1984 the Transport Law (Journal of Laws of 2012, 1173 consolidated text, as amended).
REGULATIONS ON TRANSPORTING PASSENGERS AND PROPERTY ON LOCAL PUBLIC TRANSPORT COMMISSIONED BY THE PUBLIC TRANSPORT AUTHORITY IN LUBLIN

The following Instructions for transporting passengers and objects on public transport commissioned by the Public Transport Authority in Lublin, hereinafter referred to as “the Instructions” stipulate the regulations on passengers service and the use of public transport in Lublin to ensure safe and timely journeys, as well as the conditions resulting from i.a. Art. 47 of the Act of 16.12.2010 on Public Transport (Journal of Laws of 2011 No. 5, item 13, as amended) and from the Act of 15.11.1984 – The Transport Law (Journal of Laws of 2012, 1173 consolidated text, as amended).
I. GENERAL PROVISIONS
§ 1
For the purposes of these instructions
1) ZTM in Lublin – shall mean the Public Transport Authority in Lublin – the organiser of public transport in Lublin,
2) a public transport vehicle – shall mean buses and trolleybuses of public transport operators which carry out transport services commissioned by ZTM in Lublin,
3) the operator – shall mean the provider of passenger transport services commissioned by ZTM in Lublin,
4) transportation – shall mean the transportation of passengers, objects and animals by the operator,
5) a passenger – shall mean any person on a public transport vehicle who is not a member of the transport service,
6) ticket validation – shall mean the validation of a ticket through:
a. a ticket validator on a public transport vehicle – in the case of validating paper and electronic tickets,
b. an application for mobile phones – in the case of e-tickets bought via mobile phone through the system operating in Lublin (e.g. mPay, moBilet, SkyCash, CallPay).
§ 2
1. A passenger has the right to use public transport vehicles running in line with
the timetables and routes approved by ZTM. ZTM reserves the right to amend timetables and routes, and also to shorten or extend them, especially during road works, etc.
2. The following items entitle passengers to travel on public transport, as commissioned by ZTM in Lublin:
2.1. single-ride, time-limited tickets, and special single-ride ticket valid in the Paid Parking Zones, in paper or electronic form, as stipulated in the relevant Resolution of the Lublin City Council, as well as appropriately coded on e-Ticket Cards and Family Ticket Cards as provided for by ZTM in Lublin;
2.2. personal and bearer season tickets, and also family tickets as stipulated in the relevant resolution of the Lublin City Council, in an electronic form coded on e-Ticket Cards, Electronic Student Cards, and Family Ticket Cards as provided for by ZTM in Lublin;
2.3. documents which confirm entitlement to the free us of public transport.
II. THE SALE OF TICKETS ON PUBLIC TRANSPORT VEHICLES
§ 3
1. The sale of tickets on public transport vehicles is supplementary to the regular sales network. Tickets are sold
a. via ticket machines,
b. by public transport vehicle drivers in the event of the lack of a ticket machine in the vehicle or when it is out of service;
c. via mobile phone through the system operating in Lublin (e.g. mPay, moBilet, SkyCash, CallPay);
2. Public transport vehicle drivers sell single-ride, single-ride night, and 90-minute night tickets in paper form;
3. Single-ride tickets can be sold in packs of five. To use a single-ride ticket from the pack, one ticket should be torn from the pack along the marked perforation and validated. Every ticket after tearing from the pack becomes a single-ride ticket and should be used pursuant to the Regulations on using tickets as stipulated in Chapter III, paragraph 4, section 1 of these Instructions. Single-ride night tickets are sold separately.
4. Should it be necessary to buy a ticket from the driver, a passenger is obliged to inform the driver about it:
a. immediately after getting on the vehicle.
b. in the event of a ticket machine being out of service – immediately after stating this fact.
5. The sale of tickets by the bus driver takes place only at bus stops.
6. Having bought a ticket (from a driver or using a ticket machine), the passenger should immediately validate it (in the event of buying a pack of tickets - after tearing off one ticket).
7. Passengers are advised to prepare the exact amount of the ticket price.
III. THE TERMS OF USE FOR TICKETS
§ 4
1. Single-ride, time-limited tickets, and special single-ride ticket valid in the Paid Parking Zones:
a) single-ride, time-limited tickets, and special single-ride ticket valid in the Paid Parking Zones must be validated immediately after getting on the vehicle (non-validated tickets do not entitle you to travel). Time-limited tickets validated in one vehicle should not be validated again in another vehicle;
b) single-ride tickets permit one journey by one passenger on the public transport vehicle where they were validated;
c) special single-ride ticket valid in the Paid Parking Zones permit one-time journey on working days, from Monday to Friday, on a vehicle whose route runs within the Paid Parking Zone, the area of which has been determined in the relevant Resolution of the Lublin City Council, starting from the first bus stop within the Zone to the first bus stop outside the Zone. A special Paid Parking Zone ticket does not authorise a passenger to travel on night transport and to change vehicles during the journey;
d) time-limited tickets permit unlimited journeys on any routes with the option to move to another public transport vehicle within a time limit indicated on the ticket from its validation or to a journey on the vehicle in which such a ticket was validated on the whole route, that is to the final bus stop, irrespective of journey time;
e) it is forbidden to give a validated single-ride ticket or special single-ride ticket valid in the Paid Parking Zone to another person. A validated single-ride or special single-ride ticket valid in the Paid Parking Zone, if used by another person, is invalid. A single-ride / time-limited ticket coded on a Personal Card, if used by another person without the Card holder present in the vehicle, is invalid;
f) a single-ride, time-limited ticket or special single-ride ticket valid in the Paid Parking Zone is invalid when it is destroyed or damaged in a manner preventing the reading of the imprint from the ticket validator, the number, or the value of the ticket;
g) a single-ride, time-limited ticket or special single-ride ticket valid in the Paid Parking Zone which has been validated more than once is invalid;
h) a single-ride, time-limited ticket or special single-ride ticket valid in the Paid Parking Zone is invalid when its value is different from the current fares implemented through the relevant Resolution of the Lublin City Council;
h) failure to produce a single-ride, time-limited or special single-ride ticket valid in the Paid Parking Zone upon ticket inspection shall invalidate all claims.
2. Season tickets
a) a passenger whose personal data are indicated on an e-Ticket Card or an Electronic Student Card is entitled to use a personal season ticket and any passenger who is in possession of a bearer season ticket during a journey is entitled to use it;
b) personal season tickets shall be coded only on an e-Ticket Card or an Electronic Student Card and a bearer season ticket shall be coded on any e-Ticket Card, Electronic Student Card or Family Ticket Card;
c) season tickets are valid for as many consecutive calendar days as are paid for, starting from the beginning of their validity period coded on the Card. In the event of the starting day of the ticket validity period being the same as the date of its purchase, the ticket is valid from its purchase. 30-day tickets, 90-day tickets and 150-day tickets which are valid from the first day of the month, can be used till the last day of the month of their expiry, except for tickets valid from the first of February.
d) season tickets are sold in advance up to three months ahead;
e) season tickets permit an unlimited number of journeys on all lines within the time limit of the ticket; and season tickets for one or two lines permit unlimited journeys on the line(s) indicated on the ticket, and any other line(s) covering the route of that line(s) (up to the first bus stop after the lines split) within the time limit of the ticket.
3. Family tickets:
a) these are tickets for multi-children families, living permanently in Lublin at the same address, with at least four biological or adopted children up to 18 years old, and, if they continue education, up to 25 years of age; in the case of disabled children, without an age limit. All family members, individually or together, whose personal data are indicated on the ticket, are entitled to the family ticket individually and together with other authorised persons, with the reservation that failure to produce a family ticket on ticket inspection shall invalidate all claims;
b) Every member of a multi-children family is entitled to one copy of a family ticket. A ticket is valid for 12 consecutive full months and should be purchased in advance or on the first day of the given calendar month that starts the validity of the ticket. All copies of a family ticket are issued for the same validity period;
c) a family ticket is issued on the basis of an application submitted to the Ticket Sales Point in Lublin after fulfilling the requirements stipulated in Art. 3 point a) of this paragraph.
IV. TICKET INSPECTIONS
§ 5
1. Ticket inspections on public transport vehicles offering local public transport commissioned by ZTM Lublin are carried out pursuant to art. 33a of the Transport Law.
2. Ticket inspections are carried out in teams of three or more.
3. A ticket inspector is obliged to have a valid ID card, issued by ZTM in Lublin, displayed in a visible place during ticket inspection.
4. During the ticket inspection the passenger is obliged to produce, on request, the ticket and any documents confirming eligibility to discounts or free use of public transport, to enable the inspector to inspect and verify them.
5. In the event of it being determined that a passenger:
a) is travelling without a valid ticket,
b) is travelling without any document confirming entitlement to a discount or free use of public transport,
c) is using a ticket in breach of the regulations on using single-ride, time-limited, electronic, family, personal and bearer tickets, the ticket inspector is authorised to collect the appropriate transport fare and an additional charge, issuing the Additional Charge Form as a receipt, or a Demand for Payment of the Transport Fare and the Additional Charge.
6. A Demand for Payment or an Additional Charge Form issued on a given public transport vehicle constitutes proof of a passenger’s travelling without a valid ticket but entitles the passenger to continue the journey on the same vehicle.
7. A ticket inspector is authorised to retain receipts, tickets and any documents confirming entitlement to discount or free use of public transport, and other documents, if there is a reasonable suspicion of their having been forged or altered, necessitating the addition of a relevant endorsement on the Demand for Payment.
8. A ticket inspector controls tickets on a public transport vehicle (while riding or at bus stops). Inspection activities may be finished outside the vehicle, at the request or with the agreement of the passenger travelling without a valid ticket or documents confirming entitlement to discount or free use of public transport, whose identity has been established on the public transport vehicle.
9. A passenger can be subject to a fine, pursuant to the applicable rules, in particular Chapter 10a of the Transport Law.
V. THE RIGHTS AND RESPONSIBILITIES OF PASSENGERS
§ 6
1. A passenger has the right to receive comprehensive information on the bus and trolleybus timetable and the conditions of transporting passengers, animals and objects.
2. A passenger has the right to be treated in a polite, respectful way by the bus or trolleybus driver and ticket inspectors.
3. Any personal belongings found on a public transport vehicle shall be delivered via the driver to the Lost Property Office run by the Operator/Carrier.
4. A passenger who, while travelling, is using a single-ride ticket or a special single-ride ticket valid in the Paid Parking Zone, validated on a public transport vehicle, is entitled to one journey on the same public transport vehicle from the initial bus stop to the final one, with no option to move to another vehicle, pursuant to the Regulations stipulated in Chapter III, paragraph 4, section 1 of these Instructions.
5. A passenger who is using a time-limited ticket while travelling is entitled to unlimited journeys on any routes with an option to change to another public transport vehicle, with a limit on time indicated on the ticket as from its validation, or, to a single journey on the public transport vehicle on which the ticket was validated, from the initial bus stop to the final one, regardless of the actual journey time, pursuant to the Regulations on Ticket Use stipulated in Chapter III, paragraph 4, section 1 of these Instructions.
6. A passenger who is using a season ticket while travelling is entitled to unlimited journeys on any relevant routes within the time limit of the ticket indicated when buying it, pursuant to the Regulations on Ticket Use as indicated in Chapter III, paragraph 4, section 2 of these Instructions.
7. A passenger who does not have a valid season ticket or an entitlement to a free use of public transport is obliged, immediately after getting on the bus, to validate the appropriate ticket as indicated in the table of fares on public transport.
8. The validated ticket shall be kept and produced at the request of a ticket inspector.
9. Any damage (e.g. marks, torn clothes, etc.) arising from the carrier’s fault should be immediately reported to the public transport vehicle’s service staff.
10. A passenger is entitled to travel with objects and animals without an additional charge, as stipulated in Resolution No. 773/XXXI/2013 of the Lublin City Council of 23 May 2013 on the rules and regulations for commune public transport or in the event of amendments to them by a Resolution on this issue, with the following restrictions:
a) a passenger may travel with hand luggage, if it can be placed inside the public transport vehicle in a way not blocking or hindering passage, or staining other passengers’ clothes, limiting the driver’s field of vision or threatening traffic safety, etc. A passenger should also take off a large rucksack or a bag and travel with it in a way not hindering the journey of others. It is forbidden to travel with any objects exceeding a length of 2 m,
b) it is permitted to travel with a bicycle under the condition of placing it on the public transport vehicle in a way posing no threat to the health of other passengers, and not damaging the public transport vehicle or jeopardising traffic safety. The passenger is fully responsible for any damages or marks resulting from travelling with a bicycle,
c) a passenger may travel with a pram or a wheelchair.
11. In the event of entering the vehicle at a request stop, a passenger is obliged to signal such an intention in a manner that is clear for the driver, e.g. by approaching the kerb (while maintaining a safe distance from it) or by hailing the bus with an extended arm. In any event, the signalling should allow the vehicle to safely come to a stop. Passengers wishing to leave the bus at a request stop are obliged to notify the driver in advance by pressing the “STOP” button or verbally informing him/her.
12. In the event of a failure or an accident involving a public transport vehicle, which prevents further travel, the passenger has the right to continue the journey on the next public transport vehicle of the same line with the use of the single-ride ticket validated on the vehicle which could not continue its journey.
13. A passenger has the right to make a complaint to ZTM in Lublin concerning the delivery of municipal public transport services, in compliance with the procedures specified in paragraph 8 of these Instructions.
14. The above-mentioned complaints are handled within the applicable time period, as specified in Chapter VIII KPA (the Code of Administrative Procedure).
IV. PUBLIC TRANSPORT SAFETY AND SECURITY REGULATIONS
§ 7
1. On public transport vehicles it is forbidden to:
1) occupy space or behave in a manner that obscures the driver’s field of vision or otherwise interferes with driving;
2) engage in a conversation with the driver during the ride;
3) signal the driver to halt or to depart without any legitimate reason;
4) open the doors of a public transport vehicle while it is moving,
5) stay on the public transport vehicle while it is performing manoeuvres related to changing the direction of travel at the final bus stop.
6) touch or hold elements of any appliances which are not intended for it.
7) stay within the area of operation of the doors at the moment of their opening and closing.
8) sit on safety railings, handles or grips.
2. The driver is obliged to:
1) Signal departures, checking beforehand whether all passengers getting on are on board and those getting off have left the vehicle,
2) Arrive at and depart from bus stops in accordance with the timetable and with the standards applicable to the operator, and in particular to refrain from riding up to and leaving bus stops early,
3) Ride up to the initial bus stop after completing the activities connected with changing the direction of travel, in accordance with the timetable and with standards applicable to the operator,
4) Not allow outsiders enter the driver’s cabin,
5) Stop at request stops if there are passengers waiting at such a stop who might wish to board the vehicle and if a passenger on board fails to signal his/her intention to alight by pressing the suitable “STOP” button but his/her behaviour suggests that they wish to get off the vehicle at the nearest stop. This procedure applies also to situations where a number of passengers are standing in the door area.
6) Reduce speed and, if necessary, stop the vehicle at a demand stop, under limited-visibility conditions (e.g. heavy fog, another vehicle in the bus lay-by, heavy rain or snow, an unlit bus stop) to ensure whether there are any passengers at the stop. This should be done in such a manner so as to ensure that the bus comes to a stop safely.
V. FINAL PROVISIONS
§ 8
1. Claims, applications and payments arising from or regarding demands for payment issued by ticket inspectors are accepted by the ZTM Customer Service Office in Lublin, 20-718 Lublin, Al. Kraśnicka 25, open Monday to Friday from 7:30 a.m. to 4:45 p.m., telephone 81 466 29 36, e-mail bok@ztm.lublin.eu
2. Any claims concerning services offered by the municipal public transport commissioned by the Public Transport Authority in Lublin should be addressed to the ZTM Customer Service Office, which is open Monday to Friday from 7:30 a.m. to 4:45 p.m.

3. Complaints are accepted and handled in compliance with the Ordinance of the Minister of Transport and Construction of 24 February 2006 on shipment-examining procedures and complaints (Journal of Laws of 2006 No. 38, item 266).
4. In matters not regulated herein, the relevant provisions of the applicable law shall apply, including Transport Law, Resolution No. 773/XXXI/2013 of the Lublin City Council of 23 May 2013 on the rules and regulations for commune public transport (the Lubelskie Province Official Gazette of 2 July 2013, item 3282).
§ 9
